These regkeys do change as expected but this still does not change the actual colour. The accent colour is a different matter, set the group policy to change the regkeys HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Themes\Personalize\ColorPrevalence to 1 and HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Accent\AccentColorMenu to the desired colors.
